Unlike the welfare society in the past, 21st century welfare society supports the"universal welfare" in which the people are the main subject. If the past welfare society started from solving "problems related to poverty," modern day welfare society have expanded to children, teenagers, families and the disabled individuals. Not only did the subject expand from poverty but it is in the pursuit of "improving the quality of life" where everyone can be happy.
